A SaaS MVP is tenancy, billing, and isolation — not a prettier web app
If it cannot isolate a tenant, it is not SaaS yet
A login screen and a dashboard are a web app. SaaS starts when a second organisation can use the same product without seeing the first organisation’s data, and when you can turn access off when a subscription ends.
That means a tenancy model (shared database with strict scoping, or a harder isolation tier for regulated buyers), role-based access, and an audit of who did what inside a tenant. Billing — Stripe for global cards, a UAE-capable gateway when the buyer pays locally — is part of the same slice, not a phase-two surprise.

Cost drivers we will name; figures we will not invent
Public Dubai blogs currently quote SaaS and MVP work in wide bands — tens of thousands of dirhams for a thin slice, six figures once you add native apps, payments, and AI. Those are marketing ranges from other firms. They are not a CoreSpaces tariff.
What actually moves our quote: number of complete workflows, whether a second platform is in the first release, payment and VAT invoicing, Arabic RTL, and whether an agent is allowed to write into a live tenant. We price after a brief, in writing, against that list.

Where agentic AI belongs in a SaaS
An agent inside a multi-tenant product inherits every tenancy rule. If it can retrieve or write, it must be scoped to the tenant, logged, and gated like any other privileged user. Bolting a shared chatbot onto a SaaS is how you leak tenant A into tenant B.

How much does a SaaS MVP cost in Dubai?
Enough to finish one workflow, isolate two tenants, and take a payment — and not enough to build version two first. We will not publish a fake package price. Send the workflow and we will quote it.
Can you launch in four weeks to a million users?
We can launch a narrow workflow quickly. We will not sign a million-user or 99.99% uptime claim as a launch condition. Those are operations targets you earn after traffic exists.
Do you include UAE PDPL in the MVP?
We design the data path (where accounts, files, and logs live) into the first slice. Certification, DPIAs, and counsel sign-off stay with you. Isolation is the engineering prerequisite.
